Window's window attribute getter cannot return null

Yet in several of my tests in https://github.com/w3c/web-platform-tests/pull/3060 it does.

* html/browsers/browsing-the-web/navigating-across-documents/source/navigate-location-from-navigated.html
* html/browsers/browsing-the-web/navigating-across-documents/source/navigate-named-frame-from-removed-frame-2.html
* html/browsers/browsing-the-web/navigating-across-documents/source/navigate-window-open-from-navigated-named-2.html
* html/browsers/browsing-the-web/navigating-across-documents/source/navigate-window-open-from-navigated-named.html
* html/browsers/browsing-the-web/navigating-across-documents/source/navigate-window-open-from-navigated.html

(Safari TP doesn't have this problem.)
