Device affinity 6 broken on Android Nexus6 WebView Perf (2)

Not sure when this started, but has been broken for a long time:

At least as long ago as (over a week ago):

Steps on "Device affinity 6" are always purple, which seems to make sense, since there are 6 devices but the bot is trying to shard them across 7 affinities (0 to 6).
