Regression: Edit and Delete icon of added pattern in Request blocking is not seen after changing themes of devtools

Chrome Version : 60.0.3083.0 (Official Build) 1423a66d68562cda92de55d3f247ae1c8a155241-refs/heads/master@{#467821} 32/64 bit
OS : Windows(7,8,10), Linux(14.04 LTS), Mac(10.11.6, 10.12.1)

Steps:
1. Launch Chrome, open devtools on NTP and go to 'Request blocking' section in Console drawer.
2. Add any pattern by clicking 'Add pattern' link/icon , go to devtools settings and change to dark theme
3. Hover mouse on added pattern in 'Request blocking' and observe

Actual: Edit and Delete icon of added pattern is not seen on hovering mouse after changing the theme(dark/light) of devtools

Expected: Edit and Delete icon of added pattern is not seen on hovering mouse after changing the theme of devtools 

This is a regression issue, broken in M-59 series, will soon update bisect info.

Using the per-revision bisect providing the bisect results,
Good build: 59.0.3067.0 (Revision: 463157).
Bad build : 59.0.3068.1 (Revision: 463474).

You are probably looking for a change made after 463407 (known good), but no later than 463408 (first known bad).

This is because "Enable request blocking" is disabled upon theme switch.
