FIXED FOOTER GETS PUSHED UP THE PAGE ON ANDROID WHEN KEYBOARD APPEARS

Steps to reproduce the problem:
1. unzip attached files and open 23316462.htm
2. input the field in the form one by one in Android browser.
3. when the keyboard appears, the footer is pushed up the page above the keyboard and there is very little of the content area visible. This issue makes end user been confused and not user friendly.

What is the expected behavior?
The input field should be brought into focus when the keyboard opens.

What went wrong?
The input field is not visible because the footer is pushed up the page above the keyboard.

Did this work before? No 

Chrome version: 58.0.3029.83  Channel: stable
OS Version: 7.0
Flash Version: 

This issue not exists in iOS.

Hello

Thanks for reporting the issue. We see that the input field is focused and the page is scrollable to enter text, same behavior on both Chrome: 58.0.3029.83 & 57.0.2987.132 & Android browser: 58.0.3029.83 & 57.0.2987.132.  Can you please provide a video of the issue that you are seeing? Also, please provide your device details, like name, model, along with logcat and bugreport for the issue?

This issue is not exists in all input fields. Only in few fields (e.g. input one by one and when you want to input "Birth Date", the field will not visible.) It happens in Small Form Factor devices. In my case, I'm using a Nexus 5 phone and the Android version is 6.0.
