Issue descriptionChrome Version: 60.0.3080.3/9501.0.0 dev channel Kip,Paine,Blaze OS: Chrome OS What steps will reproduce the problem? (1)Recover build via USB >> Go to 'Choose your Language & Keyboard' screen. (2)Click on language drop down and select Telugu option. (3)Now click on Accessibility in Uber tray >> Scroll down to view advanced settings and Observe 'Sticky keys' & 'Tap dragging' options. Expected: 'Sticky keys' & 'Tap dragging' options should be displayed in Telugu when language is set to Telugu. Actual: Instead 'Sticky keys' & 'Tap dragging' options are seen in English. This is Non regression issue as advance settings in uber tray is introduced in M59. Attaching screenshot for reference.

Tested on latest ToT 62.0.3186.0/9845.0.0 and both the strings 'Sticky keys' & 'Tap dragging' are now translated. Thanks!
