Non Regression: 'Sticky keys' & 'Tap dragging' options are seen in English in accessibility section of Uber tray when language is Telugu.

Issue description

Chrome Version:  60.0.3080.3/9501.0.0 dev channel Kip,Paine,Blaze
OS: Chrome OS

What steps will reproduce the problem?
(1)Recover build via USB >> Go to 'Choose your Language & Keyboard' screen.
(2)Click on language drop down and select Telugu option.
(3)Now click on Accessibility in Uber tray >> Scroll down to view advanced settings and Observe 'Sticky keys' & 'Tap dragging' options.

Expected: 'Sticky keys' & 'Tap dragging' options should be  displayed in Telugu when language is set to Telugu.
Actual: Instead  'Sticky keys' & 'Tap dragging' options are seen in English.

This is Non regression issue as advance settings in uber tray is introduced in M59.

Tested on latest ToT 62.0.3186.0/9845.0.0 and both the strings 'Sticky keys' & 'Tap dragging' are now translated.
