Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.81 Safari/537.36 Steps to reproduce the problem: 1. In windows 10. Change IME to Microsoft Japanese IME. 2. Enter in the input control with maxlength attribute. don not press down the enter key. 3. enter space key. What is the expected behavior? The maxlength can limit user input as it in english or other language. What went wrong? The input's maxlength is 10. But I can input more than 10 chars when use MS IME and press down the space key. Tested the issue on chrome#58.0.3029.81, Stable #58.0.3029.96 and Canary 60.0.3089.0 in Windows 10.0 and was able to reproduce the issue. This is a Non-Regression issue since seeing this from M35 #35.0.1898.0, Making the status to Untriaged so that the issue would get addressed. Note : Able to reproduce the issue in MAC 10.12 and Linux Ubuntu 14.04. Thank you.
