Issue descriptionVersion: 60.0.3083.0 1423a66d68562cda92de55d3f247ae1c8a155241-refs/heads/master@{#467821} OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1) What steps will reproduce the problem? 1. Launch chrome, navigate to NTP and open devtools 2. Now go to 'Performance' section and press 'Ctrl + E' to capture new recording. 3. Now hover mouse over screenshot capture area and observe above in capture tab (Refer screen cast) Actual: Unwanted blue dot is seen after mouse cursor is moved in screenshot capture area Expected: Unwanted blue dot should not be seen after mouse cursor is moved in screenshot capture area This is regression issue, broken in ‘M 60’ and will soon update other info : Good build:60.0.3082.0 Bad build: 60.0.3083.0

Able to reproduce this issue on windows 7, Mac 10.12.4,Linux Ubuntu 14.04 with Chrome Canary-60.0.3082.3 Manual Bisect: ------------ Good build:60.0.3081.0-Revision-467177 Bad build: 60.0.3082.0-Revision-467534 Per revision Bisect Tool Info: -------------------------------- You are probably looking for a change made after 467201 (known good), but no later than 467202 (first known bad).
