Non-Regression:Delay is seen for time at Ubertray on changing to other language.

What steps will reproduce the problem?
(1)Recover build -> In OOBE screen >> goto choose your language & keyboard
(2)Now change any language and Observe time at Ubertray (Please refer video)

Expected:No delay should be seen for time when language is changed.
Actual:Instead delay is seen.

This is a Non-Regression issue seen from M-57.
