Issue descriptionChrome Version : 60.0.3083.0 (Official Build) 1423a66d68562cda92de55d3f247ae1c8a155241-refs/heads/master@{#467821} 32/64 bit OS : Windows(7,8,10), Linux(14.04 LTS), Mac(10.11.6, 10.12.1) What steps will reproduce the problem? 1. Launch chrome, open devtools on NTP and navigate to 'Sources' tab. 2. Now resize 'open file' window upwards (please review an attached screencast) until vertical scrollbar is displayed and observe. Actual : Vertical scrollbar is not displayed in 'Sources' open file window after resizing it upwards. Expected : Vertical scrollbar should be displayed in 'open file' window after resizing it, such that placeholder text is easily visible to the user. This is a regression issue broken in ‘M-60’, below is the Manual Regression range and will soon update other info. Good build : 60.0.3082.0 Bad build : 60.0.3083.0
