Create Page Info versions of IDS_AUTOMATIC_DOWNLOADS_TAB_LABEL and IDS_SUBRESOURCE_FILTER_HEADER?

All Page Info permission strings are defined in one place, except automatic downloads and subresource filter. We should be consistent, whether that means putting them all under "page info" or placing all core permissions strings in another place.

Where in components would you put it? Are these strings that are to be used across multiple UI surfaces?
