Add a "Manage Extensions" link to Page Info

When you click on Page Info for an extension, we say you're viewing an extension page. I think it would be nice to add a "Manage Extensions" link, similar to how we have for the extension button context menu.

Bonus points: also link to the correct extension, if there is one.
