Twilight doesn't highlight UI overlays

Issue description

UserAgent: Mozilla/5.0 (Android 6.0.1; Tablet; rv:53.0) Gecko/53.0 Firefox/53.0
Platform: 9460.11.0 (Official Build) dev-channel cave

Steps to reproduce the problem:
1. Install Twilight from the Play store
2. Turn on its redshift mode
3. Alt-Tab and observe the color of the window switcher

What is the expected behavior?
The window switcher is not shaded red like the rest of the UI

What went wrong?
Entire UI is shaded red, like Twilight does to the rest of it

Did this work before? N/A

This also happens with the Chromebook's on-screen keyboard.

ChromeOS don't allow an app to cover system UI, and this is WAI. (Twilight is still just an application). ChromeOS will have its own secure night mode in m60.
