Can't click on Android overlays

Platform: 9460.11.0 (Official Build) dev-channel cave

Steps to reproduce the problem:
1. Install an Android app with a first-launch wizard/tutorial UI overlay (such as Lastpass or Plex)
2. Attempt to click the buttons to proceed through the tutorial

What is the expected behavior?
The overlays can be clicked/tapped

What went wrong?
- Can't click on the buttons
- Clicks are sent to the UI elements underneath the overlay

Yes I still experience it on 60.0.3112.80. I'll get you a new dump next time I experience the bug.

Sorry, I confused this with another M59 issue I have open. I haven't had this issue on M60, so I guess you can close it.
