[Findit] Flake Analyzer - Investigate apparent spike in requests for off-peak-hours analyses

Issue description

Based on recent bugs in flake analyzer, it seems pytz is acting up (addressed in  issue 715701 ). However, the frequency of this error has spiked recently, and can be triggered through recursive_flake_pipeline._StartOffPSTPeakHors()

Action items:
- Determine whether there was an increase in requests for off peak hours analyses
- Determine # CQ vs Findit main waterfall analyses and relative load on swarming server that may have caused the spike
