[Flash blocking] Offers to edit flash blocking for an extension

Old: In content settings > flash, an entry is shown for certain extensions, including Feedback and Chrome Web Store Payments. But they are clearly dimmed and can't be edited.

New: An entry is shown for those extensions with a menu for Allow, Edit, Remove. The menu items don't seem to do anything.

I can repro in 60.0.3084.0 (Official Build) canary, though the formatting errors are fixed at least

I'm not able to repro at this time. I notice in the screen shots show the row displaying improperly in several ways. I suspect that this issue was fixed when that was fixed. Here's a screen shot showing the extension icon instead of the action menu (which is expected).

TThe test I did above (#2) was from a local extension to test blocking from an extension. hcarmona@ checked for me on a beta build, where the Feedback and Chrome Web Store Payments also appear to correctly show the extension icon instead of the (three-dots) action menu.
