Investigate & possibly implement LevelDB Block Cache ownership & eviction of memory

Issue description

LevelDB:

Currently blockcache serves to save the most recent 8 MB of blocks, but it doesn't limit memory usage at all. To have harder constraints on memory, we could refactor the leveldb to require all reading to go through the block cache, and then it can decide to evict memory if we have large usage.
