Enable test certificate in Telemetry

Issue description

We would want to enable test certificate in Telemetry. But this requires better CQ test coverage, otherwise we risk breaking many benchmarks due to changes in Chrome & Telemetry test certificate (see  issue 702194 , issue 711634)
