Upgrade cmake in ChromeOS

Currently ChromeOS is using a fairly old version of CMake.  

A recent bug that occasionally surfaces when building compiler-rt in the chromiumos-sdk appears to be fixed by using more recent versions of cmake:  We are currently using version 3.5.2; the LLVM team has recommended that we use at least version 3.6.2.

There are bad interactions between the latest CMake and some package ebuild files.  This is not worth spending the time/energy to fix at the moment.
