Chromium code search: "outline" view doesn't work / is empty for some files

REPRO STEPS:

1. Navigate to https://cs.chromium.org/chromium/src/content/browser/renderer_host/render_widget_host_impl.h?sq=package:chromium&type=cs&l=98

2. Click on "Outline" (next to "Files" in the left-hand pane) to see a list of class members.

EXPECTED BEHAVIOR: A list of members is shown (just like for https://cs.chromium.org/chromium/src/content/public/browser/render_widget_host.h?l=102&gsn=RenderWidgetHost)

ACTUAL BEHAVIOR: The outline view is empty.
