Request mirror github repositories on chromiumos.googlesource.com

Issue description

This is a request to mirror github.com/GoogleCloudPlatform/docker-credential-gcr and github.com/docker/docker-credential-helpers on chromiumos.googlesource.com.

Going by the convention, I think the be mirrored repos should be named:
external/github.com/GoogleCloudPlatform/docker-credential-gcr and external/github.com/docker/docker-credential-helpers.

I think this is technically something I should do, as chromeos git liason. However, I haven't actually ever done it before.

cc +agable do you know of a doc describing how one sets up github->gerrit mirroring? I'll happily follow the script if I know where it lives.

Since they're asking for totally vanilla repos (no ability to commit to custom branches) with the standard names (external/<host>/<organization>/<repo>), the git admins can do this one just fine.

If you'd like to do it, there are full instructions at go/git-admin-cheatsheet.

FWIW, this didn't get triaged because it was filed in the Infra>Git component, instead of Infra>Git>Admin. Using go/fix-chrome-git to file these bugs should do the right thing.

The `chromiumos` host does not exist and hasn't existed since October 2014: See https://chromiumos.googlesource.com.

On the assumption that you actually meant the 'chromium' host, I've created a mirrors there.

Please confirm that you did mean `chromium.googlesource.com`.
