Non-Regression : Tab focus is seen missing on Enabled 'Submit' button in Sign-Out screen

Chrome Version: 58.0.3029.89/9334.58.0 beta channel Daisy,candy,Minnie,Peppy and Quawks
OS: Chrome

What steps will reproduce the problem?
(1)Sign in to user -> Sign out -> Now in Sign-Out Screen type password in 'Enter Password' text box of User
(2)Now Press 'Tab' Button Until Focus is on Dropdown of user (Focus traverses from 'Shut down' option )
(3)Now again press 'Tab' Button and Observe focus is seen on 'Shut down' option  (Please refer Video)

Expected: Tab Focus should be seen on Submit Button 
Actual: Instead focus is seen missing on Submit button

This is Non-Regression Issue seen from M-57

Note: Issue is also seen in Latest M-60

Components: -Blink>Focus
This seems an UI implementation issue of Chrome OS sign-in.

In my understanding Chrome OS's Sign-in UI is built with Views toolkit, not
a Web UI, so Blink has nothing to do with this bug.

Removing Blink>Focus from Components.

Issue is also seen on latest M-63 build i.e. on 63.0.3218.0/9960.0.0. i.e. In New Sign-out UI screen also issue is reproducible

This is intended. The focus on submit button is not useful: when password field is empty, it doesn't make sense to focus on submit button; when password is not empty, one can always use Enter key to submit directly, instead of tabbing to submit button and then hit Enter.
