Cursor is not visible in 'Remote devices' after resizing dev tools.

OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1)

What steps will reproduce the problem?
(1) Launch chrome, open devtools window and navigate to 'Remote devices' section of Console drawer.
(2) Click on Add rule then resize devtools window right side, click on text field and observe.

Actual: Cursor is not visible after resizing dev tools.

Expected: Cursor should be visible after resizing dev tools.

This is a non-regression issue, seen from 'M-54'
