OS: Windows (7,8,10), Mac (10.11.6, 10.12.1), Linux (14.04 LTS)

What steps will reproduce the problem?
1) Launch chrome, go to chrome://history and open Devtools.
2) Click on Main menu button on left side and select 'Tab from other devices'.
3) Again click on Main menu and observe.

Unnecessary blue focus ring is seen on Chrome history.

No such blue focus ring should be seen.

This is a Non-Regression issue seen from M-58 series (Chrome version: 58.0.3027.0)

Note: Blue ring was not seen prior to build # 58.0.3027.0
