Issue observed on MAC OS X Notification.

Issue description

Chrome Version:59.0.3071.29 (Official Build)  dcd2d6617b9c77d95a69625720bec83c6e519f1d-refs/branch-heads/3071@{#247}
OS: Mac OS Sierra, Version (10.12.3) Mac mini (Late 2012)

Pre-condition:Enable Flag "Native Notifications"

What steps will reproduce the problem?
1)BANNER:
Check and Verify the Notification Displayed on MAC OS

1) Install any M59+ chrome
2) Navigate to Test URL: https://tests.peter.sh/notification-generator/
3) Grant Permission to Display Notifications from the Bubble Displayed
4) Click on Display the Notification Button Displayed on the Page

Expected:Notification should be immediately displayed with the required content in it.
Actual:Notification is not displayed with required content in it and also not visible in Notification Centre.

2)Buttons:
Check and Verify the Buttons Displayed in Notifications

1) Install any M59+ chrome
2) Navigate to Test URL: https://tests.peter.sh/notification-generator/#actions=3
3) Grant Permission to Display Notifications from the Bubble Displayed
4) Click on Display the Notification Button Displayed on the Page
5) Observe the notification and Mouse hover on the the Image displayed on Notification

Expected:
1) The notification should be displayed having a title and a body, and an origin of “tests.peter.sh”. 
2) An icon picturing a cat should be visible. 
3) On hover, it should have two buttons: [Close, More (Drop Down)]. 

Actual:Notification is not displayed and also not visible in Notification Centre.

3)Do not Disturb:
Pre-condition:1) Open the Mac OS X Notification Centre
2) Click on the gear-y icon displayed at the bottom right corner. 
3) Enable “Do Not Disturb”. (Make sure that, current time is covered!)

Check and Verify if notifications are displayed when "Do Not Disturb" option is enabled on MAC OS

1) Install any M59+ chrome
2) Navigate to Test URL: https://tests.peter.sh/notification-generator/#title=I'm%20a%20silent%20notification.
3) Grant Permission to Display Notifications from the Bubble Displayed
4) Click on Display the Notification Button Displayed on the Page

Expected:
1.Notification should be generated but should not be displayed to the user.
2.Notification should be generated and must be available in the MAC OS Notification centre.

Actual:Notification is not generated and nor displayed in MAC OS Notification centre.

Note: Above all 3 issues are also seen on ‘M 60’ (60.0.30.82.0 Official Build)  for Mac OS Sierra, Version (10.12.3)  Mac mini (Late 2012)

For OS: Mac OS X EI Capitan, Version(10.11.6) Mac mini (Late 2012)

Alerts:
Check and Verify the Notification Alert Displayed on MAC OS

1) Install any M59+ chrome
2) Navigate to Test URL: https://tests.peter.sh/notification-generator/#requireInteraction=true
3) Grant Permission to Display Notifications from the Bubble Displayed
4) Click on Display the Notification Button Displayed on the Page

Expected:
1. Notification Alert should be immediately displayed with the required content in it (Banner Details, Icon image, Close and Settings Button)
2. And Notification should not be disappeared unless clicked or closed by the user.

Actual:Notification bubble/Alert doesn’t appear after clicking on “Display the notification” button

Note: Alert testcase works fine on ‘M 60’ (60.0.30.82.0 Official Build)  for Mac OS X EI Capitan, Version(10.11.6) Mac mini (Late 2012)

can you trigger notifications from other apps? It seems you are unable to trigger them at all

Also can you reboot and try again? I have seen the Notification center throttle banners. 

Does the banner cases work on El Capitan?

With respect to comment #2:
MAC SIERRA 10.12.3 DESKTOP

Other App like Notification Galore :https://chrome.google.com/webstore/detail/notifications-galore/gclcddgeeaknflkijpcbplmhbkonmlij/related?utm_source=chrome-ntp-launcher  and https://tests.peter.sh/notification-generator/  works on Yellow Canary build (unofficial build) ,notification is shown but does not seen on Notification Centre with or without ‘Enable native notifications’ flag.

Whereas Above app Notification Galore and https://tests.peter.sh/notification-generator/ does not work on Latest Chrome Version:59.0.3071.29 & 60.0.3083.0 Official build (i.e. No notification is shown and not even on Notification Centre with or without ‘Enable native notifications’ flag.

M 58 ( 58.0.3029.81)
But works on  Stable build:58.0.3029.81 (Official build)
1. Without ‘Enable native notifications’ flag , https://tests.peter.sh/notification-generator/ and Notification Galore apps works. (i.e.notification is seen but not seen in Notification Centre)
2.But with ‘Enable native notifications’ flag , https://tests.peter.sh/notification-generator/ does not work but Notification Galore app works (i.e. No notification is shown and not even on Notification Centre 


For El Capitan
BANNER,Buttons,Do not Disturb works ,only Alert does not works on ‘M59’ and ‘M60’

Ok I have tried with both El Capitan (10.11.6) Sierra (10.12.4) and Maveriks (10.9.5)
In all of these platforms I have tried with Chrome 59.3071.29 and Chrome Canary (various flavours of 60.*)

Since all the versions in question are fairly new I have not touched the flag and verified chrome://flags#enable-native-notifications is set to Default.

Then I have tried both alerts and banners from tests.peter.sh and chrome notifications from the notification galore chrome app


All of the seem to work as expected, have found no issues whatsoever. I know they are not the exact same versions you have tried but I don't have access to those.

Given I have not had a single snag I think this must be related to your setup so I am going to close the bug. 

Can you try a few things just in case?

1) Go to Notification Settings (via notfication center and the cog) and verify that Chrome alerts are enabled (with the right defaults)

2) Can you set the flag to default and reboot both chrome and the computer?
