Cookie is saved in both allow and block section

Issue description

Chrome Version: 59.0.3071.29 beta
OS: Win7, ubuntu 14.04

What steps will reproduce the problem?
(1)Launch Chrome and navigate to Chrome://md-settings
(2)Navigate to content settings>>Cookies
(3)Add a url under block section"https://www.flipkart.com/"
(4)Now navigate to the given URL https://www.flipkart.com/ and allow cookies (using cookies Icon beside bookmark bar in ominibox) and Reload the page
(5)Go back to content settings>>Cookies and reload the cookies page and observe

What is the expected result?
The given URL should be saved only under the Allow section

What happens instead?
The given URL is saved under both allow and block section

This is Non regression issue seen from M-53(53.0.2768.0)
