Regression : Customize and control devtools list appears misplaced after dragging devtools window.

OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP, open devtools and click on 'Customize and control devtools' and undock devtools in a separate window
2. Now resize devtools window from RHS to LHS till 'Customize and control devtools' iron icon is seen in top RHS
3. Now open 'Customize and control devtools' and hover mouse over 'More tools' and try to drag devtools window to RHS,observe.(Refer screen cast)

Actual: 'Customize and control devtools' list appears misplaced after dragging devtools window to RHS
Expected: 'Customize and control devtools' list should not be misplaced after dragging devtools window to RHS

This is regression issue, broken in ‘M 59’ and will soon update other info :
Good build:59.0.3056.0
Bad build: 59.0.3057.0
