Mouse scroll is disabled on Chrome Packaged App

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.81 Safari/537.36 Steps to reproduce the problem: 1. Try to scroll with mouse on a div with overflow-y: auto 2. 3. What is the expected behavior? Able to scroll What went wrong? Unable to scroll with mouse, the scroll event is never triggered. If I disable JS in the console the issue still occurs. Scrolling with arrow keys or by dragging the scroll bar works. Did this work before? Yes 57 Chrome version: 58.0.3029.81 Channel: stable OS Version: OS X 10.11.6 Flash Version: Possibly connected to this - https://bugs.chromium.org/p/chromium/issues/detail?id=704410

I just tried this on tip-of-tree Mac, 60.0.3082.0 (Developer Build) (64-bit) It does not repro for me. Can someone with M59 beta on Mac please give it a try?

Hi, Apologies for the delay in replying. Unfortunately, I can't share the app with you. I'm trying to recreate the issue in a sample test app but just to give you a bit more information, it is occurring consistently in content that is being loaded in a webview. Thanks

I just re-tried this on Mac (Chrome 60.0.3082.0 OSX 10.12.4) using https://jsfiddle.net/vq2pto14/ inside a WebView "Browser Sample" app, and I am still unable to reproduce. amy.mccarthy2@, are you able to reproduce the behaviour using Browser Sample (https://chrome.google.com/webstore/detail/browser-sample/edggnmnajhcbhlnpjnogkjpghaikidaa) using either the jsfiddle example, or perhaps some other url that you can share on the bug? I'm just using a plain mouse, scrolling with the wheel.

WebView doesn't support loading extensions. How exactly are you trying to load them? Via the WebView's src attribute?
