Unicode values which do not have symbol are rendered as garbled character in Chrome browser for Linux, Windows.

Issue description

Chrome Version:58.0.3029.81 (Official Build) (64-bit)
OS: Ubuntu, Windows10

* Issue not observed in MAC OS.
* Issue observed since the release of chrome version 56.

Recreation steps:
1) Try to render Unicode character without symbols e.g. HEX 001f.
2) Refer following js fiddle link, https://jsfiddle.net/dheerajkoshti/9ro2gyd3/.

Expected Result:
When tried to render Unicode character without symbols, browser should not show anything.

Actual Result:
When tried to render Unicode character without symbols browser shows garbled character.

This is a by design bug fix -  issue 530348 .
Required by the CSS spec: https://drafts.csswg.org/css-text/#white-space-processing

Other browsers have changed or are in the process of changing to do this too.
