elm/hana: laptop-mode complains "Configuration file /etc/laptop-mode/conf.d/board-specific/*.conf is not readable"

Issue description

Chrome OS Version: R60-9492.0.0
Chrome OS Platform: elm/hana

Steps To Reproduce:
(1) Plug Type-C charger
(2) Inspect /var/log/messages
(3)

Expected Result:
No warnings.

Actual Result:

Always.

What is the impact to the user, and is there a workaround? If so, what is
it?
