DevTools stacking order visualization

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36

Steps to reproduce the problem:
Start building a webpage that relies heavily on stacking order and realise that it's very hard to get an overview of how the stacking order is affected by z-index or positioning.

What is the expected behavior?
A better visualization of the stacking order of a web application

What went wrong?
Developers usually do trial and error when it comes to z-indexes and it tends to lead to many visual bugs.
