Regression: Unnecessary blank space is seen between text and dropdown on chrome://settings/clearBrowserData

Chrome Version:59.0.3071.29 (Official Build) dcd2d6617b9c77d95a69625720bec83c6e519f1d-refs/branch-heads/3071@{#247}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://settings/clearBrowserData
2. Observe.

Actual: Unnecessary blank space is seen between text and dropdown
Expected: Space should not be seen.

This is regression issue, broken in ‘M 59’ and below is manual bisect info:
Good build:59.0.3068.1
Bad build:59.0.3069.0

Note : Rechecked the above issue on Win(7,8,10), Mac(10.12.6,10.13.1) and Linux(14.04 LTS) OS with latest canary chrome version :64.0.3250.0 and the issue is not reproducible.
