Decorations stay highlighted when their dialog hides because of a window drag

Issue description

Chrome Version: 60.0.3080.5
OS: 10.12

What steps will reproduce the problem?
(1) Go to apple.com
(2) Click the security indicator so that the page info dialog appears
(3) Drag the window

What is the expected result?
The dialog should disappear and the security indicator should unhighlight

What happens instead?
The dialog disappears but the security indicator stays highlighted

This is a common problem across all the location bar icons. The root issue is that the logic for activating and deactivating location bar decorations is inside OmniboxDecorationBubbleController, which is not used when we use the Views versions of these bubbles. It is not immediately obvious how to solve this in general - the first approach that comes to mind is to observe the bubbles and wait for closure, but I'm not sure all of them can be observed right now. We'll see.
