Issue descriptionIdeas for simplification: * Always set NOTIFY=NONE in refspec, always do a single SetReview call afterwards - this lets us do things like publish drafts upon upload * Remove all R= lines from CL description * Remove all CC= lines from description * Probably more stuff which we should track here as we think of it

These ideas are dependent on https://chromium-review.googlesource.com/c/479712/ so marking blocked on 710028. Additional idea: * Require that -s only be sent when there is an actual message to be sent (i.e. on subsequent uploads, require -m as well).

Not actually blocking. Would love to get to this, but it's not actually user-visible, and not a regression. Bumping to Afterglow, but marking Pri-1 so it gets done soon.

Removing Milestone-Afterglow, as it has ceased to have meaning. More refined milestones may be added back in the near future.
