What steps will reproduce the problem?
(1) Enable #tab-strip-keyboard-focus
(2) Create a new window
(3) Cmd-T to create a second tab
(4) Click the first tab
(5) Click the second tab

What is the expected result?
The focused tab is the tab I just clicked.

What happens instead?
The focused tab is some other tab.

There doesn't appear to be any logic to which tab is focused. For example, if I create three tabs and click them at random I cannot predict which tab will be focused.
