What steps will reproduce the problem?
(1) View emails with inlined pictures on inbox.google.com
(2) inlined pictures failed to load
(3) open chrome://net-internals. Url requests are handled by service worker and run into ERR_TOO_MANY_REDIRECTS.

What is the expected result?
No redirect loop.

What happens instead?
Redirect loop.

I am not sure if this is a server bug. It happened to me on two Chrome canary instances.
