Separate WebVR from VrShell features |

Issue descriptionCurrently enabling the VrShell feature also enables WebVR. These should be treated separately and not tied together so that VrShell can ship while WebVR is still in origin trial status. If visiting a WebVR site that is not origin trial enabled, the 2D canvas will be displayed in the VrShell content quad and no presentation will begin.
