--window-size and --ash-host-window-bounds flags are not respected

Project Member Reported by g...@google.com, Apr 26 2017

Issue description

Chrome Version : 57.0.2987.133 (Official Build) (32-bit)
URLs (if applicable) :
Other browsers tested: N/A chrome specific

What steps will reproduce the problem?
(1) On Windows 10 or Windows 7 click Start > Run
(2) Try any of the following commands:
- chrome.exe --window-size=800,600
- chrome.exe --window-size=750,800
- chrome.exe --window-size=900,300 --app=http://localhost:8081
- chrome.exe --ash-host-window-bounds=800x500

(3)

What is the expected result?

The window size requested should be respected, say 800x600 or 400x400 chrome new window.

What happens instead?

Window size, positioning is not respected at all (opens full screen or last known window preference)

Thanks
Giovanni
