Honor Strict mode network setting for WebView |

Issue descriptionTo make WebView more useful to devs, implement penaltyDeathOnCleartextNetwork and detectCleartextNetwork strict mode options. There seem to be other options too, and would be good to investigate what else we can do there. tentavily assigning to myself.

Torne, do you know how to check strict mode settings at runtime? Tim, do you think this is feasible to enforce with network service? I'm concerned about implementing penaltyDeath: not sure how the service should kill the app (in our case it's in-process, but I'm not sure we should depend on that to implement this). I'm not sure these offer enough benefit over android:usesCleartextTraffic to justify implementation.
