Chrome fails the test for fetch destination preload

https://w3c-test.org/preload/fetch-destination.https.html fails in Chrome. My guess looking at the test is that it's incorrectly coded, but it might be a Chrome bug. Either way, we should fix it.

Could someone from ServiceWorker take a quick look at this? Is the preload request getting to the service worker? Punt it back to HTML if this looks like it is on the HTML side.
