Issue descriptionImprove infra team’s visibility into direct network load issues by adding metrics about raw lab network status / linking to such dashboards from the englab-sys-cros@ team. We likely don’t want to alert on this, but we want to be able to determine directly if the network is overloaded.

Re #1: This as well as gs_offloader error rate are proxies to network load. They can happen due to other reasons too. My request here is to see if we can get a direct view of the network load so we know definitively if load is a problem.

haoweiw@, I recall you mentioned everyone has access to the graphs, can you point out where we can find them. we may add the link in our monitor pages. And looking into the graphs could be first step the deputy could do when network outage happens again.
