[DevTools] UX request: move request info to "request" tab

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3080.0 Safari/537.36

Steps to reproduce the problem:
1. Click on a request in the Network panel.

What is the expected behavior?
Request payload info is provided in a "Request" tab, ideally next to the "Response" tab.

What went wrong?
The request payload info is buried at the bottom of the "Headers" tab.

Did this work before? No 

Chrome version: 60.0.3080.0  Channel: n/a
