Historically dom-exceptions.html was a catch-all for various tests that we errors were thrown correctly.

This doesn't really make sense.  We should move the individual tests from dom-exceptions.html into tests for the appropriate nodes.  We'll probably get rid of a bunch of redundant tests as well, because the individual node tests probably also check that exceptions are thrown.

This should probably be done before trying to upstream the tests to WPT.
