cocoa omnibox: decoration a11y views are mis-positioned in RTL

Issue description

If you enable VoiceOver and ExperimentalMacRTL, the decoration accessibility views are positioned incorrectly relative to the omnibox, and in some cases entirely outside the window. This breaks the hack from https://codereview.chromium.org/2839893003/
