First touch on screen triggers click

Issue description

Steps to reproduce the problem:
1. Go To http://ftwerkstat.staging.wpengine.com/
2. Try to swipe scroll by touching one of the portfolio items and pushing top.
3. The browser will go to the selected portfolio (trigger link).

On the other hand, click on the header (the part with the logo) and it will turn white. Now you can swipe normally on portfolio items.

What is the expected behavior?
The browser should scroll normally.

What went wrong?
The hover event of the link is not triggered on first touch.

Did this work before? No

Chrome version: 57.0.2987.133  Channel: stable
OS Version: OS X 10.12.4

Using Android 6 + Chrome. Does not happen on iOS + chrome.

This doesn't appear to be a bug in chrome.  If you can create a smaller testcase to reproduce this and show any buggy behaviour, then I can look further.

I see that chrome generates a pointercancel event.  Your JS code (http://ftwerkstat.staging.wpengine.com/wp-content/themes/werkstatt-wp/assets/js/vendor.min.js?ver=1.7.3:formatted) is handling this event and generates a click event which causes the navigation to change.

The best way that you can test this is to use desktop chrome and Toggle device toolbar so that your mouse acts like a finger doing touch.  Then set Event Listener Breakpoints for Pointer>pointercancel and Mouse>click.  Start a touch scroll and you will see how your JS code is responding to the pointercancel event and generating a click event.
