IKEv2 support in builtin L2TP/IPsec client

Currently we force strongSwan to operate in IKEv1 mode.  It would be nice to add knobs to configure IKEv2.

IKEv2 would be great. A lot of universities use IKEv2  and I'm just rolling out StrongSwan as our next gen VPN service and so far every other os I've set up can use IKEv2
