Should not be able to change shipping option while shipping address is validated by merchant.

To repro,

1- go to: https://rsolomakhin.github.io/pr/multi/
2- Select a different shipping address

expected:
I should not be able to change the shipping option util the shipping address is validated.

actual: I can change the shipping option and if I'm fast enough I can make PR crash because of it :P

None of the UI (except for "Cancel") should be interactive while the merchant is validating the shipping address or option.

Yeah, we show a full dialog spinner while doing the round-trip with the website now.
