Chrome PDF viewer should allow individual page rotation

Issue description

It is sometimes the case where you can get PDFs with different pages having different rotations. The current rotate buttons rotate all pages. It would be nice to be able to rotate a single page instead of all pages in the document.
 
I haven't seen any other PDF viewer do this. It might be useful to some users, but can be confusing for others. It will be more difficult for the PDF Viewer and for the users to remember which page is rotated which way.

Apple Preview and (according to another user) Adobe Reader both support rotating individual pages. (Preview considers this an edit to the document.)
I just looked on Mac, but it's an older 10.9 machine. There's no individual page rotation here. Maybe 10.12 has it? My memories of Adobe Reader are probably with older versions as well. [1] seems to indicate the ability to do so, but its also more of an editing feature.

Couldn't find this in Adobe Reader XI 11.0.22. The page you linked is for Adobe Acrobat DC, which is a PDF creator/editor.
Right, I said it was an editing feature. Acrobat Reader DC does not have individual page rotation.
This sounds like it is more of an editing feature, and  islikely high cost to benefit to implement, since it would likely require UI changes for a limited use case. Should we mark this WontFix?
I agree with WontFix, I think editing is beyond our scope.

I believe the original intent of this bug is to allow individual page rotation when viewing, which I also agree is WontFix.

It would be a nice to have if/when we get an editing mode, where it means the user want to create / edit a PDF page to have a different rotation. I think that's a lot less confusing than the viewing case.

This is something to consider when we have an edit mode.
 Issue 864580  has been merged into this issue.
I don't agree that this should be an editing feature.  Having half the pages of a small document in the incorrect orientation is a roadblock to simply reading the document, especially when you have dozens of them to go through.

Rotating all of the pages in the document has exceptionally low discoverability and only marginal utility.

If it is not an edit feature, which pages were rotated will not be saved. They would only remain rotated as long at the tab lived.
I would be fine with not saving the individual page rotations.  The point is I need to read a document that has a mix of pages in the wrong orientation.  Being able to fix the orientation, even for the lifetime of the tab, would be more than sufficient to solve the problem I reported in  Issue 864580 .
