Material design settings, search engine manager should have a FAB to add new engines

In the material design settings layout, there should be a "+" FAB to add a new search engine when the user goes into "Manage search engines"

As it is right now, there is an "Add search engine" link that's somewhat buried and difficult to locate. This is a perfect use for the FAB.

Thanks for the feedback! We'll keep the link style here for now, since adding a search engine is neither the primary feature of Settings nor the primary feature on the Search Engines subpage.
