Chrome PDF viewer should jump to last viewed page when re-opening a PDF document.

Issue description

Sometimes when reading a large document you'll accidentlly swipe backwards, or click in a link in the PDF which will cause a navigation.

Having to go back to the PDF, wait for load, and scroll to the last location (if you remember) is a pain. We should store the last page being viewed and jump the viewer to that location on a back navigation.

Another use case without any accidents involved is when the browser is restarted (e.g. start reading long document, do something else, reboot or update Chrome, go back to document, have lost place).
