Scrolling doesn't work if you scroll on page load

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36 Steps to reproduce the problem: 1. Load a page 2. Reload the page or click on a link while you are scrolling 3. Scrolling doesn't work anymore (with mouse) but scrollbar works What is the expected behavior? Scrolling works both with the scrollbar and with the mouse What went wrong? Scrolling with mouse doesn't work anymore (only works with scrollbar) Did this work before? Unable to reproduce the issue on Windows 10 with chrome #58.0.3029.81 These are the steps followed 1. Loaded the url "https://en.wikipedia.org/wiki/Sherlock_(TV_series)" 2. Reloaded the page Observed the Mouse scrollbar is working as expected. paul.harrer.incert@ could you please re-try the same scenario on clean profile with no apps/extensions and let us know your observations.
